Boeing CEO grilled about salary, accountability in second day of congressional questioning

Boeing CEO Dennis Muilenburg was grilled about his salary on Wednesday, the second day of congressional hearings about the company’s 737 Max jets, which were involved in two fatal crashes.

Rep. Steve Cohen, D-Tenn., questioned in a heated exchange whether Muilenburg was taking responsibility for the fallout from the crashes, which killed 346 people in total. Cohen asked if anyone at the company had taken a pay cut amid the grounding of the 737 Max.

“You’re saying you’re not giving up any compensation at all,” Cohen asked Muilenburg. “You’re continuing to work and make $30 million a year after this horrific two accidents that caused all these people’s relatives to go, to disappear, to die.”

Muilenburg earned total compensation of just under $23.4 million for 2018, according to a Securities and Exchange Commission filing. He also cashed in delayed stock payouts from previous years, bringing his total actual compensation for the year to $30 million.

Boeing is not handing out executive bonuses this year, according to a company spokesperson.

When Muilenburg was asked directly if he would take a cut in pay, he said the company’s board makes those decisions.

“You’re not accountable then,” Cohen said. “You’re saying the board’s accountable.”

Muilenburg said during the questioning Wednesday by members of the House Committee on Transportation and Infrastructure that he has not offered to resign following the 737 Max crashes.

Rep. Peter DeFazio, D-Ore., who chairs the committee, also challenged Muilenburg on his compensation and the consequences he has faced after the two crashes.

“You are the CEO of the largest aircraft manufacturer in the world,” DeFazio said. “You’re earning a heck of a lot of money, and so far the consequence to you has been, oh, you’re not chairman of the board anymore.”

Muilenburg appeared before the Senate Commerce Committee on Tuesday.

Hardware control features-PSU-UNI2450U

The PSU-UNI2450U power supply has the following hardware control features:

Power switch

An output adjustment selector switch (25 V DC or 28 V DC)

An alarm contact

Power switch

The power switch is sunk into the frame to prevent accidental operation. It allows you to switch off the PSU-UNI2450U before you disconnect it.

With the power switched off you can safely remove the AC and DC power cables without risk of sparks or spikes on the grid.

Output adjustment selector switch

To adjust the output to 28 V DC (e.g. for UPS applications), all four dip-switches in the PSU front need to be set in their left position, as shown in the below figure.

Alarm contact

The PSU-UNI2450U has an alarm contact used for voltage monitoring.

The below figure shows the alarm contact with the relay energized, which means that the PSU is powered and the output voltage is above 22Vdc, and fan reached required speed.

Installation

The unit can be mounted both vertically or horizontally.

Convection cooling works best when the unit is mounted vertically, with the power and fan input facing downwards (see the below figure).

The below figure shows that:

The maximum PSU ambient temperature may not exceed 50°C (122°F) when operating at full load.

When mounting vertically the maximum PSU ambient temperature may go up to 70°C (158°F) when operating at half load or less.

Electrical connections

The following connection details apply to the power supply:

The AC input uses a IEC60320 C20 inlet socket type with a retaining clip to hold the IEC60320 C19 power connector. A cable is included to connect the PSU to the mains.

The DC output uses 2 internally mounted male output connectors, type Phoenix PCV6-16/2-G1F10,16 with locking nuts. A dual cable set is included to transfer the load to the main power rail. For more information see MB-0001.

The external alarm wires are mounted to a 3 pole female screw socket, make Phoenix, type MC 1,5/3-G-3,81. This connector is plugged into a male connector next to the power connectors.

The below figure shows the connections and connector lay-out on the output side of the PSU-UNI2450U.

The below table shows the recommended wire sizes for the power supply’s input and output wiring.

48 V DC Power supply (1200 W) – UL508 approved

The PSU-UNI4825U power supply is a UL approved switched-mode DC power supply with a high efficiency (>85% at 187 V AC and >80% at 93, 5 V AC). It accepts a wide range of input voltages to provide 48 V DC and 25 A output.

Main features

The units main features include:

Dual built-in over-voltage protection, to comply with the functional safety requirements of the DIN V 19250 and VDE V 0801 standards.

ON/OFF switch on the power supply combined with isolated AC and DC power connectors enable on-line replacement of the unit in a live system.

A current limit feature, used to limit the maximum output power to 1200 W.

DC under-voltage alarm (<44 V).

An output diode for parallel operation.

Optimum protection against continuous overload and short-circuiting.

100 ms holdup time.

ADAPT ESD Processing Module (CPU)

The ADAPT ESD system has three CPU modules. The CPU (part number 323174-01) is a state-ofthe-art, high-performance CPU module. All three CPU modules process all 32 discrete inputs and 12 analog inputs. Each individual CPU module processes two speed inputs, for a total of six speed inputs. The CPU module features redundant Ethernet connections. The CPU receives trip logic configuration from the Bently Nevada Monitor Configuration software. The trip logic can have up to 500 logic steps. The input-to-output decision time is optimized to provide 2ms nominal logic processing time and 8ms relay toggle time in order to minimize the overall duration between detection of an emergency condition and successful shutdown. ADAPT ESD Relay Module

There are three relay modules in each ESD system. Each Relay Module (part number 323073-01) has five relay contacts. Two of the relays are independent relays, driven by a corresponding CPU module. The remaining two relays are configurable as either independent or 2oo3 voted. When using a 2oo3 mechanical trip assembly, a typical installation would involve a series connection of one independent relay from each of the three relay modules. Each of the three CPUs would independently drive relays on each of the three relay cards. When two of the three CPUs drive for trip, the trip assembly would have the inputs it needs to actuate the safety mechanism. Alternately, 2oo3 relays can be implemented directly on the ESD system. The remaining fifth relay is a protection fault relay used to convey the overall health/status of the system. The ADAPT ESD system drives the protection fault relay to broadcast a condition has compromised the integrity of the system.

Networking Overview

The 3701/55 ADAPT ESD system supports fixed (static) IP addressing as well as DHCP. You can easily use the Bently Nevada Monitor Configuration software to set the system to any static IP address or set for DHCP. The system has 6 physical network interfaces in order to provide 2 interfaces per CPU module. The system should be configured so that each CPU module is connected to a single subnet through one of the available interfaces. For redundant communications, the second set of three interfaces can be utilized, and should be configured for a separate subnet.

Helicopter crashes in Hudson River off of Manhattan, killing all 6 aboard

A sightseeing helicopter crashed into the Hudson River off of Manhattan Thursday, killing all six people on board. It was the deadliest helicopter crash around New York City in years.

Agustin Escobar, the CEO of rail infrastructure at Siemens Mobility, his wife and three children, all visiting from Europe, and the pilot of the helicopter died in the crash.

“We are deeply saddened by the tragic helicopter crash in which Agustin Escobar and his family lost their lives,” Siemens said in a statement.

Four of the victims were pronounced dead at the scene and two more died after they were removed from the scene.

The cause of the crash is under investigation, officials said. The helicopter was operated by “New York Helicopters,” New York Police Commissioner Jessica Tisch said a press conference Thursday afternoon.

The helicopter tour company New York Helicopter didn’t immediately respond to request for comment. The company offers sightseeing tours and had one scheduled for 3 p.m. on Thursday, according to its website.

A witness’s video showed a helicopter plummeting to the river. Other video posted on social media showed a helicopter upside down in the Hudson River. An eyewitness told NBC New York that she saw the helicopter lose a propeller and that the aircraft’s nose pointed downward.

The helicopter was a Bell 206L-4 LongRanger, according to FlightRadar24, a flight-tracking site.

The flight path showed the helicopter taking off from a heliport on the southeastern tip of Manhattan, then flying up the Hudson River, getting up to an altitude of about 1,100 feet, and turning around near the George Washington Bridge, with last contact off of Hoboken, New Jersey, about 15 minutes after takeoff, FlightRadar24 data showed.

The helicopter’s flight records show it both taking off and landing from the Downtown Manhattan Heliport several times in the last few days. Such routes are common with sightseeing helicopter tours.

The National Transportation Safety Board said it will investigate the crash and that it is still gathering information. The Federal Aviation Administration didn’t immediately comment.

“Due to a helicopter crash in the Hudson River, in the vicinity of the West Side Highway and Spring Street, expect emergency vehicles and traffic delays in the surrounding areas,” the NYPD said in a post on X.

There have been several helicopter crashes around Manhattan over the years. In March 2018, a helicopter hired for a photoshoot crashed into the East River, killing five people on board, though the pilot survived.

In June 2019, a helicopter flying in heavy fog crashed into the top of a Manhattan office building, killing the pilot.

Southwest’s bag fees and other changes could backfire, Fitch warns

Southwest Airlines’ new policies such as charging for checked bags for the first time could backfire, Fitch Ratings said Thursday.

Southwest is reversing its decades-old two “bags fly free” policy for checked luggage in May, though there are exceptions for travelers with a Southwest credit card, elite frequent flyer status or who buy the highest classes of tickets.

It is also launching assigned seating and a no-frills basic economy fare and said flight credits will expire.

Fitch issued a negative ratings outlook for the company, long known for its strong balance sheet, because “Southwest may shift to a less conservative capital allocation and financial policy, while ongoing strategic changes have the potential to impact its competitive position relative to network carriers.

“Items aimed at improving profitability such as the introduction of bag fees and expiring flight credits risk eroding Southwest’s competitive strengths relative to peers,” Fitch said.

Social media posts from Southwest, even if they’ve been unrelated to policy changes, have drawn angry comments about the shifts, but market share loss, if any “is uncertain,” the firm noted.

Southwest declined to comment on Fitch’s new outlook. The airline has been under more intense pressure to improve margins since activist hedge fund Elliott Investment Management took a stake in the carrier and later won five board seats in a settlement last year.

Medicare, Medicaid agency cuts jobs from minority health office, other divisions, as RFK Jr. guts U.S. health department

An office responsible for managing the agency’s grants and contracts was affected by job cuts, as was a unit that serves people dually eligible for Medicare and Medicaid, among others.

The Centers for Medicare & Medicaid Services has slashed jobs from its minority health office and other divisions, CNBC has learned, as Robert F. Kennedy Jr. upends the U.S. health department.

During a virtual all-hands meeting with employees on Friday, CMS acting Administrator Stephanie Carlton detailed some of the specific offices at the agency impacted by cuts under Kennedy’s broader plan to restructure the Department of Health and Human Services, or HHS.

CNBC viewed a transcript of the internal meeting, which was the first at CMS since HHS employees began to receive notifications Tuesday about whether they had lost their jobs as part of the cuts.

Kennedy’s plan involves slashing 10,000 jobs at HHS, including just 300 at CMS but far greater numbers at other agencies. CMS oversees health insurance programs for 160 million Americans, along with other vital healthcare functions — and the Trump administration has tried to downplay the effects its cuts to government spending will have on the popular Medicare program.

But Kennedy said Thursday that some personnel and programs at different federal agencies affected by his sweeping reductions will be reinstated “because we’ll make mistakes.”

Carlton on Friday did not indicate whether any CMS employees will get reinstated, but said “we do think that painful part of [the cuts] that affects people we care about is finished.”

“I don’t want to make promises that nothing will ever happen, but these are definitely the ones I’m aware of,” she told workers, referring to the cuts at the agency. She said the layoffs were not easy, but emphasized that CMS leadership had to balance the agency’s mission with achieving efficiency across HHS.

She added that Dr. Mehmet Oz’s paperwork should be completed later on Friday, a day after he was confirmed by the Senate to run CMS. Oz, a celebrity TV host and former U.S. Senate candidate, would like to hold another all-hands call on Monday, Carlton said. Once called “America’s Doctor,” Oz is now more known for dubious promotion of supplements and hormones unsupported by scientific evidence.

The job cuts across HHS are in addition to about 10,000 employees who opted to leave the department since President Donald Trump took office, through voluntary separation offers. Combined, they will lead to the federal health department shedding about a quarter of its workforce, shrinking it to 62,000 employees.

Kennedy’s restructuring comes as the U.S. grapples with one of the worst measles outbreaks in more than two decades, and as bird flu spreads in wild birds worldwide and is causing outbreaks in poultry and U.S. dairy cows, with several recent human cases. The U.S. Food and Drug Administration is suspending efforts to improve its bird flu testing of milk, cheese and pet food due to massive staff cuts at the agency, Reuters reported on Thursday.

CMS did not immediately respond to a request for comment.

The programs cut at CMS

She said the office of minority health was affected by the cuts. The segment works with local and federal partners to eliminate health disparities and improve health outcomes for people from all minority populations, according to the CMS website. It conducts research and analyses to develop new solutions for lowering costs, preventing diseases and reducing the incidence and severity of chronic diseases in the U.S.

The office was authorized by the Affordable Care Act more than a decade ago, so shuttering it entirely may be against the law. It appears to be among the victims of the Trump administration’s ideological campaign against diversity, equity and inclusion, or DEI, initiatives.

CMS understands that it needs to continue fulfilling the responsibilities of that office under statutory law, Carlton noted. She said CMS will appoint a new office of minority health director.

But she did not explicitly say whether the current director of the office, Dr. Martin Mendoza, had stepped down or was impacted by the cuts.

But “probably the biggest group that was affected” was the Office of Program Operations & Local Engagement, Carlton said. That office is responsible for implementing and overseeing Medicare and Medicaid programs and engaging with stakeholders at the local level. Carlton said the cuts there tried to target areas where there were several divisions with a “similar mission.”

An office responsible for managing the agency’s grants and contracts was impacted, and so was the Medicare-Medicaid Coordination Office, Carlton added. The latter serves people dually eligible for Medicare and Medicaid, developing models to improve the coordination of care for them.

Some of that work will be picked up by others in CMS or from outside the agency, Carlton said.

She noted that CMS will retain in-house teams that handle communication, human resources and information technology. The agency’s IT team was not affected at all “because of the sensitivity of many of our data sets,” Carlton said.

Why this China-made BYD Shark pickup is gaining attention in the global truck market

DETROIT — A shark has emerged around one of the world’s biggest profit pools for U.S. automakers, as Chinese automaker BYD Auto expands its presence and portfolio with a pickup truck.

Without the branding of a car, the BYD Shark might be seen as an American-made product. In many ways, it looks like a small pickup truck from Ford Motor Co. The China-made truck bears a striking resemblance to the Ford Explorer and the popular F-150 — one of the Ford brand’s best-selling truck lines in the U.S. for 48 years.

As with BYD’s Seagull, a small all-electric hatchback that starts at just 69,800 yuan (less than $10,000), global automakers worry that Chinese competitors like Warren Buffett-backed BYD could flood their markets and undercut domestic production and vehicle prices, hurting their own auto industry.

BYD has not announced plans to sell the Shark in the U.S., but it has entered markets where GM, Ford and Toyota sell pickup trucks, including Australia, Brazil and Mexico.

In the U.S., pickup trucks are a staple for Detroit automakers, with millions of units sold each year. Pickups are also becoming increasingly important to Toyota in the U.S. and global markets.

“The importance of these products to manufacturers from a revenue perspective is in the franchise,” said Terry Woychowski, president of Caresoft Global’s automotive business and former chief engineer for GM’s full-size trucks. “There’s a lot of interest in this vehicle because of the market.”

Caresoft, an engineering benchmarking and consulting company, disassembled and inspected about 40 electric vehicles made in China by BYD, NIO and others.

The Michigan-based company digitally and physically analyzes every part of the car, from bolts and door locks to seats, engines and battery housings. The company then determines how its customers, mostly automakers and suppliers, can improve efficiency and reduce product costs.

Getting noticed

Automakers such as Ford and Toyota, which rely heavily on global sales of small pickup trucks, have taken notice of the BYD Shark.

“It’s a great product. Sales are good. They’re trying to sell it in large volumes in Mexico, but also localize it in Thailand,” Ford CEO Jim Farley told CNBC earlier this month. “If we want to be a global player in the pickup truck space, like we are now, we have to compete.”

While Ford’s F-150 dominates the United States, Toyota’s Hilux has been the best-selling truck outside North America for years. Toyota has sold 19.8 million Hilux trucks since its introduction in 1968, including a sales record of 851,000 in 2022.

Earlier this month, when asked about Chinese competitors, Toyota Motor Chairman Akio Toyoda said the company “needs to be ready to meet the global needs of the global market” regardless of the competition.

“We try to focus on the needs of each market and strive to be the best local automaker. That’s our strategy,” Toyota said at a media roundtable at the CES tech conference.

BYD reportedly exported more than 10,000 BYD Sharks in 2024. Sales are expected to increase in the future, especially as the company prepares to expand production.

BYD’s share of China’s auto exports has grown from 2% (less than 56,000 vehicles) in 2022 to 8% (350,500 vehicles) in 2024, according to Bank of America Securities.

Exports continue to help BYD achieve global sales growth, which will increase to about 4.3 million vehicles by 2024 from about 3 million vehicles a year ago. Wall Street analysts expect sales to continue to grow to about 5.5 million vehicles this year, Goldman Sachs said.

“BYD is beginning to make inroads into overseas markets with compelling (highly competitive, innovative) products, which we expect could become the company’s second growth driver, contributing 31% of vehicle sales growth in the 2022-2030 period,” Goldman Sachs analyst Tina Hou said in a Jan. 14 investor note.

The BYD Shark is expected to help the automaker boost sales and profits. The midsize pickup, which has a smaller market in the U.S. than in global markets, uses a plug-in hybrid powertrain that combines electric vehicle components such as batteries and electric motors with a small 1.5-liter internal combustion engine.

BYD says the vehicle can operate as a full electric vehicle or with the engine powering the battery and electric motor, with a combined range of more than 500 miles.

The Shark starts at about 899,980 pesos ($44,000) in Mexico. That’s much higher than BYD’s other models, but still much cheaper than many hybrid or all-electric trucks in the U.S. That’s in line with the mid-range pricing of Ford Ranger and Toyota Tacoma midsize pickups in Mexico.

Benchmarking Ford, GM

Driving the BYD Shark on private land in Michigan, with smooth, broken pavement, the truck felt good to drive. It accelerates quickly, but not as fast as the Tesla Cybertruck or GM’s all-electric pickup. It’s quiet, but there’s definitely room for improvement in ride and handling, which feel slightly less refined than current trucks in the U.S.

Wojczywski said the Shark’s overall build quality is impressive, but the vehicle also has some quirky elements and “shares” some best practices with current Ford and GM pickups.

Some familiar touches and elements include an overall exterior design that’s similar to the F-150, including its lighting and pull-out tailgate steps; front seat upholstery that’s similar to Toyota’s; and some production aspects of the vehicle that borrow from other trucks. Most notably, its frame — the skeleton of the vehicle — is dipped in wax. That’s a process GM has been doing for decades to reduce corrosion, Wojczywski said.

“You can tell where they benchmarked and who they benchmarked against,” Wojczynski said as he inspected the underside of the vehicle. “Ford’s over here, GM’s over there, Toyota’s over there.”

That’s not to say the car isn’t unique. While Caresoft still needs to tear down the Shark to better understand its manufacturing processes and parts, the car’s interior design, especially the hybrid powertrain, is unlike anything currently on the U.S. market.

For example, some of the battery technology is placed under the rear seats, eliminating storage space, and there are bungee cords to hold up the rear seats when the vehicle is folded.

“It’s really poorly done,” Wojczynski said of the back seat. “I’d watch that space. I bet they can fix that.”

Other less obvious anomalies, he said, include an overengineered rear suspension with dual control arms (rather than one on each side); a fairly straight frame; an unnecessary jack under the vehicle; and the use of hydraulic arms to support the heavy tailgate.

Wojczynski said customers are particularly interested in Chinese automakers like BYD because they are moving fast in developing new products and improving existing models.

“It’s a trustworthy truck,” Wojczynski said of the Shark. “There are some things they do really well. There are some things they can do to clean up, but it’s not a hard job.”

Aviation industry urges Congress to approve emergency air traffic control funding

The U.S. airline industry on Wednesday urged Congress to approve “robust emergency funding” for air traffic control technology and staffing.

Three weeks after a fatal mid-air collision near Washington, D.C., the worst U.S. air disaster since 2001, groups representing industry giants such as Boeing, private aviation and numerous unions wrote to lawmakers calling for urgent funding and improvements to U.S. airspace.

They also said the Federal Aviation Administration should be shielded from the shutdown “to ensure a predictable funding stream to ensure continued safety and the recruitment and training of air traffic controllers.”

The 2019 government shutdown left federal workers, including air traffic controllers and airport security screeners, without pay for weeks. The shutdown ended hours after staffing shortages grounded flights at several major U.S. airports.

Honeywell technology helps Jiangsu Sailboat Petrochemical create a new benchmark in propane dehydrogenation technology

Honeywell (NASDAQ: HON) UOP Oleflex TM propane dehydrogenation (PDH) and HPO (High Performance Oleflex) technologies have successfully helped Jiangsu Sailboat Petrochemical Co., Ltd. (hereinafter referred to as “Sailboat Petrochemical”) achieve an annual output of 700,000 tons of PDH unit that is better than the guaranteed indicators of the process package in important performance indicators such as energy consumption and material consumption, meeting the growing demand for high-quality propylene production and setting a new technical benchmark for the PDH industry.

As the HPO Oleflex TM industrial unit currently licensed by Honeywell UOP technology, the unit was successfully started up in April 2022 and successfully produced high-quality propylene products. It has been running smoothly and uninterruptedly for more than 12 months. Compared with most similar units, the unit has lower energy and material consumption, less process coke, less carbon dioxide emissions, lower catalyst dust, and longer expected life. Honeywell UOP OleflexTM PDH technology converts propane into propylene through catalytic dehydrogenation. The technology is based on a platinum-containing catalyst system with alumina as the carrier, which has the characteristics of low energy consumption and low emissions, can minimize the impact on the environment, help customers improve operational flexibility, operation rate and reliability, and has obvious energy consumption, environmental and cost advantages. Compared with similar technologies, Honeywell UOP’s OleflexTM technology has lower cash production costs, higher return on investment, and the overall process technology is more low-carbon and environmentally friendly, with carbon emissions reduced by 15%~35%.

The first phase of the Sailboat project also uses Honeywell UOP’s advanced MTO light olefin production technology. The successful start-up and long-term stable operation of the PDH unit means that Sailboat Petrochemical has achieved complementary advantages of methanol to olefins and propane dehydrogenation to propylene in terms of obtaining propylene raw materials. It can flexibly adjust the production capacity of MTO and PDH units according to the market conditions of methanol and propane to achieve cost reduction and efficiency improvement.
